From the beginning of 2025, the Employment and Economic Development Offices, TE Offices, will close down, and employment services will be transferred to municipalities and the 45 employment regions formed by them. This will change the services of the employment authorities for the unemployed and job seekers, as employment services will become part of the basic services of municipalities. These are organised in different ways in different regions, mostly in cooperation with other municipalities.
The transfer of TE services to employment regions does not affect the operations of unemployment funds. The payment of unemployment benefits will continue to be based on the statement of the employment authorities. The tasks of the unemployment funds will not change; they will continue to handle the processing and payment of earnings-related allowances.
If you become unemployed or are laid off, you will still need to register as a job seeker. Register as a job seeker with the employment authorities in your employment region at www.tyomarkkinatori.fi.
If you are already unemployed or laid off and registered as a job seeker, you do not need to do anything. Your customer account will automatically be transferred to the employment region.
The employment region will be responsible for supporting job seeking and monitoring unemployment security obligations. The main service channel for job seekers is www.tyomarkkinatori.fi, where you can find the contact information for your employment region.

- Training or course needs
- Planning to start a business
- Broader support for employment
- Clarifications of unemployment benefit obligations
- Additional information on labour policy statements
The aim is to bring services closer to customers and to make use of the opportunities of employment regions to offer services that are suitable for the needs of the local labour market. The aim of combining employment, education and business services under the responsibility of a single organiser is to speed up and improve the service and employment of job seekers.
