Samtidigt lovar regeringen att f\u00f6rb\u00e4ttra tj\u00e4nsterna s\u00e5 att arbetsl\u00f6sa snabbare ska kunna syssels\u00e4ttas.<\/p>\n\n\n\n<p>Nordiska modellen f\u00f6r arbetskraftsservice tr\u00e4der i kraft den 2 maj 2022. Syftet med den nordiska modellen f\u00f6r arbetskraftsservice \u00e4r att de som har blivit arbetsl\u00f6sa snabbare ska f\u00e5 jobb igen. Det h\u00e4r m\u00e5let vill regeringen uppn\u00e5 genom att ut\u00f6ka den personliga servicen f\u00f6r arbetsl\u00f6sa, men ocks\u00e5 genom att inf\u00f6ra en skyldighet f\u00f6r arbetsl\u00f6sa att s\u00f6ka minst fyra jobb per m\u00e5nad.<\/p>\n\n\n\n<p>I den nya modellen lindras karenserna inom utkomstskyddet f\u00f6r arbetsl\u00f6sa. Det betyder att arbetsl\u00f6sa inte lika l\u00e4tt f\u00f6rlorar r\u00e4tten till arbetsl\u00f6shetsf\u00f6rm\u00e5n f\u00f6r en viss tid p\u00e5 grund av f\u00f6rsummelser. Arbetss\u00f6kande som till exempel uteblir fr\u00e5n det f\u00f6rsta avtalade m\u00f6tet eller oavsiktligt beg\u00e5r ett fel i jobbs\u00f6kningen kommer i st\u00e4llet f\u00f6rst att f\u00e5 en p\u00e5minnelse.<\/p>\n\n\n\n<p>FFC har redan l\u00e4nge kr\u00e4vt att de osk\u00e4liga karenserna ska lindras och att arbetsl\u00f6sa ska f\u00e5 tillg\u00e5ng till tj\u00e4nster som st\u00f6der dem i jobbs\u00f6kningen. D\u00e4rf\u00f6r anser FFC att reformen till den h\u00e4r delen \u00e4r positiv.<\/p>\n\n\n\n<p>Trots att regeringen kallar sin modell f\u00f6r \u201dden nordiska modellen\u201d; s\u00e5 \u00e4r den inte en kopia av de modeller som till\u00e4mpas i till exempel Sverige eller Danmark. Namnvalet signalerar snarare att de \u00f6vriga nordiska l\u00e4nderna satsar betydligt mer resurser p\u00e5 tj\u00e4nster f\u00f6r arbetsl\u00f6sa, att arbetskraftspolitiken \u00e4r aktivare och att syssels\u00e4ttningsgraden \u00e4r h\u00f6gre \u00e4n i Finland. Regeringen vill nu att ocks\u00e5 Finland ska g\u00e5 i den h\u00e4r riktningen.<\/p>\n\n\n\n<p>Det \u00e4r arbets- och n\u00e4ringsministeriet som har tagit fram den nya modellen f\u00f6r arbetskraftsservice. FFC har kritiserat modellen f\u00f6r att den \u00e4r komplicerad och sl\u00e5r fast regler p\u00e5 detaljniv\u00e5. \u00c4ven om arbetsl\u00f6sa i forts\u00e4ttningen ska f\u00e5 tr\u00e4ffa en tj\u00e4nsteman vid arbets-och n\u00e4ringsbyr\u00e5n fler g\u00e5nger \u00e4n tidigare, s\u00e5 kommer tj\u00e4nsterna inte n\u00f6dv\u00e4ndigtvis att kunna skr\u00e4ddarsys individuellt, eftersom det finns s\u00e5 detaljerade best\u00e4mmelser.<\/p>\n\n\n\n<p><strong>Fler m\u00f6ten ska ge b\u00e4ttre jobbs\u00f6kning<\/strong><\/p>\n\n\n\n<p>Som en del av reformen ut\u00f6kar regeringen resurserna f\u00f6r arbetskraftsservicen. Ocks\u00e5 personalresurserna m\u00e5ste ut\u00f6kas snabbt, eftersom varje arbetsl\u00f6s regelbundet ska f\u00e5 tr\u00e4ffa en tj\u00e4nsteman vid arbets- och n\u00e4ringsbyr\u00e5n. I b\u00f6rjan av jobbs\u00f6kningen h\u00e5lls m\u00f6ten varannan vecka.<\/p>\n\n\n\n<p>Regeringen motiverar de m\u00e5nga m\u00f6tena med att utredningar visar att regelbundna m\u00f6ten med arbetss\u00f6kande, en aktiv arbetsf\u00f6rmedling och uppf\u00f6ljning av jobbs\u00f6kningen leder till att arbetsl\u00f6shetsperioderna blir kortare.<\/p>\n\n\n\n<p>Tills vidare \u00e4r det oklart om de till\u00e4ggsresurser p\u00e5 70 miljoner euro som regeringen har utlovat kommer att r\u00e4cka till f\u00f6r att garantera tj\u00e4nster av h\u00f6g kvalitet. F\u00f6r det beloppet g\u00e5r det att anst\u00e4lla ungef\u00e4r 1 200 nya tj\u00e4nstem\u00e4n.<\/p>\n\n\n\n<p>FFC har betonat att det inte r\u00e4cker att bara tr\u00e4ffa de arbetsl\u00f6sa ofta, utan att det \u00e4r viktigare att se till att m\u00f6tena \u00e4r tillr\u00e4ckligt bra och verkligen hj\u00e4lper de arbetss\u00f6kande. Det h\u00e4r f\u00f6ruts\u00e4tter att tj\u00e4nsterna \u00e4r flexibla och skr\u00e4ddarsys enligt de arbetsl\u00f6sas individuella behov.<\/p>\n\n\n\n<p>Regeringens nya modell ber\u00e4knas \u00f6ka syssels\u00e4ttningen med ungef\u00e4r 9 500\u201310 000 personer. Enligt arbets- och n\u00e4ringsministeriets uppskattning uppn\u00e5s de fulla syssels\u00e4ttningseffekterna fr\u00e5n \u00e5r 2025.<br><br><\/p>\n\n\n\n<p><strong>S\u00e5 h\u00e4r fungerar den nya modellen f\u00f6r arbetskraftsservice<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>En inledande intervju h\u00e5lls inom fem dagar fr\u00e5n det att jobbs\u00f6kningen inleds. Arbetsl\u00f6sa f\u00e5r tr\u00e4ffa en tj\u00e4nsteman fr\u00e5n arbets- och n\u00e4ringsbyr\u00e5n (eller en kommunal tj\u00e4nsteman i de kommuner som deltar i kommunf\u00f6rs\u00f6ken med syssels\u00e4ttning) f\u00f6r att kartl\u00e4gga det individuella servicebehovet och g\u00f6ra upp en syssels\u00e4ttningsplan.<br><br><\/li><li>Arbetss\u00f6kande f\u00e5r tr\u00e4ffa en tj\u00e4nsteman fr\u00e5n arbets- och n\u00e4ringsbyr\u00e5n (eller kommunen) varannan vecka under de tre f\u00f6rsta m\u00e5naderna av jobbs\u00f6kningen. Diskussionerna h\u00e5lls \u00e5tminstone till en b\u00f6rjan ansikte mot ansikte p\u00e5 plats.<br><br><\/li><li>Arbetss\u00f6kande ska i regel s\u00f6ka fyra jobb per m\u00e5nad. Det \u00e4r till\u00e5tet att avvika fr\u00e5n det h\u00e4r i vissa fall som anges i lag. Dessutom ska arbetss\u00f6kande i regel redovisa sin jobbs\u00f6kning via webbtj\u00e4nsten.<br><br><\/li><li>Skyldigheten att s\u00f6ka jobb g\u00e4ller ocks\u00e5 deltidsanst\u00e4llda och arbetstagare med varierande arbetstid (nolltimmarsavtal) som f\u00e5r j\u00e4mkad dagpenning samt personer som har varit permitterade i mer \u00e4n tre m\u00e5nader. Deltidsanst\u00e4llda ska s\u00f6ka ett jobb under en granskningsperiod p\u00e5 tre m\u00e5nader.<br><br><\/li><li>Arbets- och n\u00e4ringsbyr\u00e5n eller kommunen kan l\u00e4mna f\u00f6rpliktande arbetserbjudanden \u00e5t personer som har varit arbetss\u00f6kande utan resultat i sex m\u00e5nader. F\u00f6rpliktande arbetserbjudanden r\u00e4knas med i skyldigheten att s\u00f6ka fyra jobb i m\u00e5naden.<br><br><\/li><li>Karenserna inom utkomstskyddet f\u00f6r arbetsl\u00f6sa lindras. F\u00f6rsta g\u00e5ngen arbetsl\u00f6sa gl\u00f6mmer eller f\u00f6rsummar sina skyldigheter blir f\u00f6ljden en p\u00e5minnelse. Andra f\u00f6rsummelsen inom ett \u00e5r leder till f\u00f6rlorad arbetsl\u00f6shetsf\u00f6rm\u00e5n i fem dagar och tredje f\u00f6rsummelsen till f\u00f6rlorad f\u00f6rm\u00e5n i tio dagar.
